How Do I Report Changes In My Household?

If your income changes, you must notify SCHA within 7 days of the change by completing an income change form and providing all required documentation outlined by the request form. New sources of income for any household member, changes in employment, and increases in unearned income must be reported within 7 days of the change.

If you have a household composition change, you must notify SCHA within 7 days of the change and provide the appropriate documentation for the composition change you wish to report.

  • Adding a new adult requires vital records including social security card, an official birth certificate (naturalization papers for non-U.S. birth certificates), a state issued photo identification (such as a driver's license), and a citizenship form (available as a PDF below).

     

  • Adding a minor child requires vital records including a social security card, an official birth certificate (naturalization papers for non-U.S. birth certificates), documentation of custody status, and a citizenship form (available as a PDF below).

If you do not report an income change within the required 7 days, report a family composition change within the required 7 days, or fail to provide the required documentation, your request may be denied or you may owe money to SCHA for overpayment of rent assistance.

For the downloadable PDF, fill out your household information and any applicable changes, and drop off (along with documentation) in outdoor Sioux City Payment drop box located on 6th Street directly across from City Hall (Library side of street) anytime, drop off in lobby of City Hall from 8:00am - 4:30pm Monday through Friday; by email; fax to 712-224-5200; or mail to:

Interim Recertification

Section 8 HCV will not make any income or household changes without the written request and supporting documentation. Once these have been submitted, your change will be processed.  

  • If you report a decrease in income and provide all supporting documentation by the 15th of the reporting month, it will be effective the 1st of the following month.
  • Written notice of the new rent calculation will be mailed to you and the property owner.
  • You must continue to pay your current rent portion until you receive the written notification of your new rent portion.
Household Composition Change

Your Family composition and the Head of Household is determined at the time of admission. 

The addition or removal of family members must be approved by the SCHA. Families are required both to notify the SCHA before they move out of a unit, and to give the SCHA information about any family absence from the unit.

Absences: Families must notify the SCHA at least 10 days before leaving the unit or no less than 10 days after leaving the unit if the absence was unavoidable and unplanned. This notification must be in writing and provide us with information about where we can contact the family during their absence or provide us with the name of an emergency contact in case we need to reach the family during this time. 

Families cannot be absent from a unit for more than 30 days in a one year period without written permission of the Sioux City Housing Authority.

When family members are absent from the unit

  • A family member who is absent from the unit for less than 30 days is considered temporarily absent – all income is still included when determining rent portions.
  • A family member who is absent for more than 30 days is considered permanently absent.  A return to the family must be approved by the SCHA and require clearance through a criminal background check for adults.

When the Head of Household is absent from the unit

  • A Head of Household who is absent from the unit for less than 30 days is considered temporarily absent – all income is still included when determining rent portions.
  • A Head of Household who is absent from the unit for more than 30 days relinquishes the rental assistance for the entire family and risks possible termination of rental assistance.

Allowable Moves
All moves with assistance require written 30 day notice from the participant to SCHA and the property owner. The notice must be received prior to the first of the month and the participant moves at the end of the month. No moves are permitted within the first year of the lease.

 

Please be aware:  If there is any delay in providing completed documentation to your caseworker, this may cause a delay in the effective starting date of your change.
