Sioux City is a community rich in diversity which strives to achieve geographic, gender, and racial balance on each board, commission, and committee. Additionally, Section 69.16A of the Iowa Code requires gender balance on City Boards and Commissions required or governed by state law unless the City has made a good faith effort for a period of three months to appoint a qualified person. This affects and includes the Airport Board of Trustees, Civil Service Commission, Human Rights Commission, Library Board of Trustees, and the Planning and Zoning Commission/Board of Adjustment.
When appointed, new members are provided with the Standard Operating Procedure Policy for Boards, Commissions, and Committees; the policy includes information on Standard Operating Procedures, Open Meetings and Public Records Law, and Disclosure of Interest information. Members must be willing to receive citizen input where appropriate and are often required to make important decisions regarding the City's current and future operations. Members are required to attend at least three-fourths of the monthly meetings in order to retain their appointment. Members are encouraged to help recruit others to apply for vacancies. Applications are available on the City's website and in the City Clerk's Office during business hours.

Active Transportation Advisory Committee
The Active Transportation Advisory Committee will advise Staff and the City Council on implementation of bicycle and pedestrian plans, evaluate performance in keeping with the phasing and timeline of the Active Transportation Plan, coordinate “Encouragement, Education, Enforcement, and Evaluation” activities, and assist in the development and implementation of other goals as related to active transportation practices.
Airport Board of Trustees
The Airport Board of Trustees governs the Sioux Gateway Airport. The Board establishes rules, rates and fees, and regulations regarding the Airport’s services and facilities; promotes, develops, and encourages civilian, commercial, and military aviation activities; applies for grants; selects a director responsible for daily administration and prepares the annual budget for approval by the City Council.

Art Center Board of Trustees
The Art Center Board of Trustees oversees the operations and maintenance of the Art Center; controls expenditure of Art Center revenues according to the budget; hires and oversees the Director; and applies for and accepts grants and subsidies from any other unit of government.

Board of Adjustment
The Board of Adjustment hears and decides appeals to any order, requirement, decision, or determination made by an administrative officer in the enforcement of the City's zoning ordinance; hears and reviews variances from the terms of the zoning ordinance; decides applications for conditional and temporary use permits; and hears appeals to the sign ordinance. Members of the Board of Adjustment also serve on the Planning and Zoning Commission.

Building and Housing Code Board
The Building and Housing Code Board advises the City Council in matters relevant to the safe and appropriate construction and maintenance of all buildings and dwellings in the City. The Board reviews licenses for hydronic engineering applications. The Board periodically reviews the local building and housing codes and recommends improvements. The Board hears citizen appeals of decisions or code interpretations which have been made by Inspection Services Division.

Civil Service Commission
The Civil Service Commission administers the provisions of Chapter 400 of the Code of Iowa; prepares and administers examinations for all Civil Service positions and determines seniority for Civil Service employees; serves as the appeal board for employees who receive discipline resulting in loss of pay or termination; and serves as an oral examination board.

Effective Fiscal and Public Policy Committee
The Effective Fiscal and Public Policy Committee shall prepare recommendations and submit them to the City Council based on requests from the City Council relating to current community concerns. Examples of those requests are: review and assistance with strategic planning, special project review and formulation on City projects or initiatives with broad impact, assistance with reviewing financial forecasting information, cost allocations, fees for services, budgets, performance measures, and the annual audit. The committee will consider issues that are not the responsibility of other boards, commissions, or committees. The role is advisory only.
Environmental Advisory Board
The Environmental Advisory Board makes recommendations on a plan to enable Sioux City to meet State mandated reductions in solid waste; makes recommendations on an integrated solid waste management plan, makes recommendations on rates for environmental projects as requested by the council or city manager, recommends programs for educating the community on environmental education issues, makes recommendations on environmental planning issues, makes recommendations regarding the development of the storm water pollution prevention program as it applies to the citizen involvement and community education programs.

Events Facilities and Tourism Advisory Board
The Events Facilities and Tourism Advisory Board’s (EFTAB) main objective is to make recommendations on the operation of the Tyson Events Center, the Sioux City Convention Center, Orpheum Theater, and Tourism and Visitor's bureau in a professional and businesslike manner so as to promote the use of the facilities and coordinate the promotion of tourism on a local, regional and state level. Board members shall be people who, by virtue of their background, education and experience, have demonstrated their ability to accept responsibility and to use prudent judgment.
Gjilan Kosovo Sister City Committee
The Gjilan Kosovo (pronounced GEE-lahn or jill-AHN KOH-soh-voh) Sister City Committee will work toward the enhancement of quality of life in Sioux City and Gjilan; will promote city exchanges in a variety of areas, such as culture, education, arts, and economy; and will cultivate a relationship based on mutual trust and respect with Gjilan, Kosovo.
Historic Preservation Commission
The Historic Preservation Commission conducts public meetings and hearings for the purpose of identifying historic sites and districts; may review and provide recommendations on sign permits and certificates of appropriateness for projects in historic districts; may recommend to City Council the adoption of ordinances creating local landmarks and historic districts; and may recommend to the State Bureau of Historic Preservation the listing of sites and districts on the National Register of Historic Places.

Human Rights Commission
The Human Rights Commission enforces local, state and federal anti-discrimination laws. It also works to prevent and eliminate discrimination in our community. The following are the protected classes: race, color, religion, creed, sex, nation origin, age, marital status (in credit), families with children (in housing), mental or physical disability, actual or perceived sexual orientation, and gender identity. The areas covered are employment, housing, public accommodations, education or credit.

Inclusive Sioux City Advisory Committee
The mission of the Inclusive Sioux City Advisory Committee is to advise the Mayor and City Council on equity and inclusion strategies that strengthen connections among diverse communities living and working in Sioux City and with the city government and members of the Sioux City Business and non-profit communities. The goal of this work is to create more equitable outcomes for the people who live and work in our community.
Library Board of Trustees
The Library Board of Trustees determines policies for the Library's operation; selects a Director with the authority and responsibility for administration of the Library; develops the Library's annual funding request, budgets the funds appropriated by the City Council, and authorizes all major expenditures; carries out duties assigned by State and local ordinances; actively seeks funding for the Library's needs and services; and promotes the Library in the community.

Mayor's Youth Commission

The Mayor’s Youth Commission is responsible for dealing with issues related to youth in the community; sponsoring events for youth in a noncompetitive environment; and making recommendations to the Council concerning improvements in the community that would appeal to young people.

Museum Board of Trustees
The Museum Board of Trustees drafts and enforces policies and regulations for the control, operation, supervision, and maintenance of the Museum and the Sergeant Floyd River Museum and Welcome Center; and rejects, holds, and/or disposes of all gifts, donations, devices, and bequests that may be made to the City for the purpose of establishing, increasing, or improving the Museum.

Parking and Skywalk System Board of Trustees
The board provides for the operation, maintenance, and repair of the skywalk system; establishes rules, regulations, and minimum standards for the system; selects employees necessary to operate and maintain the system; establishes standards for signage and advertising in the system; and controls the revenue allocated for the system. The board also provides oversight of municipal parking operations within the central business district, especially those operations concerned with marketing and customer service. The board advises the City Council on parking issues such as standards for the operation, supervision, and maintenance of the parking ramps, lots, and metered spaces; rates and fees; repairs and/or construction of parking facilities; and marketing strategy for the promotion and sales of downtown parking services.
Parks and Recreation Advisory Board
The Parks and Recreation Advisory Board recommends policies and regulations for parks and recreation programs; the purchase, sale, lease, or exchange of any park property; establishes personnel levels necessary to operate and maintain the parks and recreation programs; reviews applications for grants or subsidies from any other unit of government; establishes the rates and conditions for services rendered to users of the parks and recreation facilities; develops educational materials about the parks and recreation programs; and assists in budget preparation.

Planning and Zoning Commission
The Planning and Zoning Commission conducts public meetings and hearings for the purpose of reviewing and developing recommendations to the City Council on a wide range of matters pertaining to the physical development of the City. The Commission develops a comprehensive general plan for the community which, after adoption by the City Council, is a guide for the orderly development of the City by both public and private sectors. Members review all applications for zoning and subdivision ordinance text amendments, zoning changes, and planned development proposals; propose vacations and dedications of public lands, easements, and plats or re-plats of subdivisions; and review all proposed urban renewal plans and other items that are directed to them by the City Council. Members of the Planning and Zoning Commission also serve on the Board of Adjustment.

Seniors Advisory Committee
The Seniors Advisory Committee, established in February 2017, serves as an advocate for Senior Citizens to the City Council in order to represent the interests of and enhance the quality of life for seniors in the City. The Committee provides guidance to the City Council on matters and local issues affecting the Senior Citizens of our community. Committee members are chosen at-large from City residents. All members are required to be residents of Sioux City.
Transit System Advisory Board
The Transit System Advisory Board conducts public meetings and hearings for the purpose of reviewing and developing recommendations to the administrative staff and to the City Council on matters concerning Transit activities, and recommends fares and schedules for all services offered by the Transit System. Woodbury County Information and Communication Commission
The Woodbury County Information and Communication Commission performs two separate and distinct functions. The first is to oversee the combined Information Technology for the City of Sioux City and Woodbury County. The second is to establish broad policies for the operation of the Communications Center serving the City, the County and surrounding areas.
Yamanashi City Sister City Committee
The Yamanashi (pronounced ya-ma-NAH-she) City, Sister City Committee works toward the enhancement of quality of life in Sioux City and Yamanashi City; promotes city exchanges in a variety of areas, such as culture, education, arts, and economy; and keeps a relationship based on mutual trust and respect with the Yamanashi City, Japan.
