The Civil Service Commission administers the provisions of Chapter 400 of the Code of Iowa; prepares and administers examinations for all Civil Service positions and determines seniority for Civil Service employees; serves as the appeal board for employees who receive discipline resulting in loss of pay or termination; and serves as an oral examination board. Effective January 1, 2012, Section 69.16A of the Iowa Code requires gender balance on those City Boards and Commissions required or governed by state law unless the City has made a good faith effort for a period of three months to appoint a qualified person. This affects and includes the Civil Service Commission, Human Rights Commission, Library Board of Trustees, and Planning and Zoning Commission.
