NOTICE OF MEETING OF THE CITY COUNCIL OF THE CITY OF SIOUX CITY, IOWA

Agenda for the Council Meeting on 11/9/2009

You are hereby notified a meeting of the City Council of the City of Sioux City, Iowa, will be held November 9, 2009, 4:00 p.m., local time, in the City Council Chambers, 5th Floor, City Hall, 405 6th Street, Sioux City, Iowa, for the purpose of taking official action on the agenda items shown hereinafter and for such other business that may properly come before the Council.
This is a formal meeting during which the Council takes official action on various items of business. If you wish to speak on an item, please follow the seven participation guidelines adopted by the Council for speakers:
1. Anyone may address the Council on any agenda item.
2. Speakers should approach the microphone one at a time and be recognized by the Mayor.
3. Speakers should give their name, spell their name, give their address, and then their statement.
4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three minutes on any one item.
5. At the beginning of the discussion on any item, the mayor may request statements in favor of an action be heard first followed by statements in opposition to the action.
6. Any concerns or questions you may have which do not relate directly to a scheduled item on the agenda will also be heard under ‘Citizen Concerns’.
7. For the benefit of all in attendance, please turn off all cellular phones and other communication devices while in the City Council Chambers.

4. MORNINGSIDE - Resolution authorizing mailing and publication of notice of intent to commence a public improvement project to construct the Southeast Morningside Sanitary Sewer Project and to acquire property for the project, and setting date of public hearing.

5. RESOLUTIONS ADOPTING CONSTRUCTION DOCUMENTS

A. SOUTHBRIDGE - Resolution adopting construction documents for the proposed construction of the Southbridge Regional Water Treatment Plant Collector Well Project.

B. LONG LINES - Resolution adopting construction documents for the proposed construction of the Long Lines Cooling Tower Project.

6. ACTIONS RELATING TO AGREEMENTS/CONTRACTS

A. HDR - Resolution approving Amendment No. 2 to the Engineering Services Agreement with HDR Engineering, Inc. of Omaha, Nebraska, for additional environmental documentation of IDOT Project No. BRM-7057(650)-8N-97 - Kings Highway Bridge over Perry Creek, in an amount not to exceed $80,498.

B. IDOT - Resolution authorizing an agreement with the Iowa Department of Transportation for an I-29 Detour Agreement for the Southbound Exit-ramp (Exit 151) closure from I-29 to IA12 during the 2010 Construction Season.

C. AUDINO - Resolution approving the contract and performance bond with Frank Audino Construction of Sioux City, Iowa, in the amount of $265,675 for the Model Railroad Display Building for the Milwaukee Railroad Shops Historic District Phase IV Project. (IDOT No. STP-ES-7057-(651)-81-97)

D. CONCRETE SPECIALTY - Resolution approving the contract and performance bond with Concrete Specialty, Inc. of South Sioux City, Nebraska, in the amount of $160,519.10 for the Transit Avenue Trail. (Project STP-E-7057(655)-8V-97)

E. FOLEY - Resolution approving Change Order No. 12 with Foley Company, Inc. of Sioux City, Iowa, for a net deduction of $1,404,022 for work in connection with the Wastewater Treatment Plant Improvement Project - Phase 1A.

F. FOLEY - Resolution approving Change Order No. 2 with Foley Company, Inc. of Sioux City, Iowa, in an amount not to exceed $34,217 for Digester Complex Improvements in connection with the Wastewater Treatment Plant Improvement Project - Phase 1B/C.

G. FOLEY - Resolution approving Change Order No. 3 with Foley Company, Inc. of Sioux City, Iowa, in an amount not to exceed $357,286 for Digester Complex Improvements in connection with the Wastewater Treatment Plant Improvement Project - Phase 1B/C.

H. FOLEY - Resolution approving Change Order No. 11 with Foley Company, Inc. of Sioux City, Iowa, in an amount not to exceed $37,295 for work in connection with the Wastewater Treatment Plant Improvement Project - Phase 1A.

I. JUDD BROTHERS - Resolution awarding and approving a contract to Judd Brothers Construction Co. of Lincoln, Nebraska, in the amount of $123,700 for the construction of the Hawkeye Drive - Canadian National (CN) Rail Line.

7. TOTAL CHECKS Approve total checks issued for the reporting period of October 2009, in the total amount of $13,868,519.74.
