
NOTICE OF MEETING
OF THE CITY COUNCIL OF THE CITY OF SIOUX CITY, IOWA
Agenda for the Council Meeting on
11/2/2009
You are hereby notified a meeting of the City Council of the City of Sioux City, Iowa, will be held November 2, 2009, 4:00 p.m., local time, in the City Council Chambers, 5th Floor, City Hall, 405 6th Street, Sioux City, Iowa, for the purpose of taking official action on the agenda items shown hereinafter and for such other business that may properly come before the Council.
This is a formal meeting during which the Council takes official action on various items of business. If you wish to speak on an item, please follow the seven participation guidelines adopted by the Council for speakers:
1. Anyone may address the Council on any agenda item.
2. Speakers should approach the microphone one at a time and be recognized by the Mayor.
3. Speakers should give their name, spell their name, give their address, and then their statement.
4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three minutes on any one item.
5. At the beginning of the discussion on any item, the mayor may request statements in favor of an action be heard first followed by statements in opposition to the action.
6. Any concerns or questions you may have which do not relate directly to a scheduled item on the agenda will also be heard under ‘Citizen Concerns’.
7. For the benefit of all in attendance, please turn off all cellular phones and other communication devices while in the City Council Chambers.

ITEMS 2 THROUGH 11D CONSTITUTE A CONSENT AGENDA. ITEMS PASS UNANIMOUSLY UNLESS A SEPARATE ROLL CALL VOTE IS REQUESTED BY A COUNCIL MEMBER.
2. Reading of the minutes of October 26, 2009.
3. TWEEDY - Resolution approving settlement of a tort claim and authorizing payment
thereof. (Tweedy)
4. NORTHERN WATER - Resolution approving a purchase order to Northern Water Works Supply of Blaine, Minnesota, in an amount not to exceed $44,960 for the purchase of Neptune R900 Radio, V3 Units for the Meter Shop.
5. FIBERCOMM - Resolution granting a permit to FiberComm to own, operate and maintain underground cable beginning in the southeast corner of the alley intersection between 6th and 7th Streets and Douglas and Pierce Streets and extending both south to the southwest corner of Security Bank and west to the alley intersection between 6th and 7th Streets and Douglas and Pearl Streets, continuing north under 7th Street behind the Benson Building.
6. TETON - Resolution setting dates of a consultation and a public hearing on proposed Amendment No. 1 to the Urban Renewal Plan for the Teton Urban Renewal Project Area of the City of Sioux City, Iowa.
7. GRANTS
A. POLICE - Resolution authorizing the City Manager and Police Chief to execute the Department of Justice, Office of Community Oriented Policing Services, Methamphetamine Initiative, Grant 2009CKWX0564 in the amount of $500,000 to accept funding for the operation of the National Training Center in Sioux City to provide training to law enforcement officers to control and reduce methamphetamine trafficking, production and usage.
B. RISE - Resolution authorizing the City Engineering Division to apply for and receive a Revitalize Iowa’s Sound Economy (RISE) Grant from the Iowa Department of Transportation in the amount of $507,585 in connection with the Cunningham Drive Improvements from Washington Avenue south to Jay Avenue and authorizing the Mayor to execute Grant Agreement No. 2010-R006.
C. FIRE - Resolution authorizing the Fire Department to submit a 2009 Fire Prevention and Safety Grant Application in the amount of $30,210 for the purpose of purchasing software for mobile data terminals for use by Sioux City Fire Rescue.
8. ACTIONS APPROVING AGREEMENTS/CONTRACTS
A. LAN-TEL - Resolution approving the contract and performance bond with Lan-Tel Communications of Independence, Missouri, in the amount of $679,122 for the Downtown Traffic Control System Rehabilitation - Fiber Network and Traffic Signal Cabinets Project.
B. CONCRETE SPECIALTY - Resolution awarding a contract to Concrete Specialty, Inc. of South Sioux City, Nebraska, in the amount of $160,519.10 for the Transit Avenue Trail. (Project STP-E-7057(655)-8V-97)

A. OMAHA ST - Resolution approving and accepting a Warranty Deed from Paul A. Braunger, LLC to the City for property to be used in connection with the Wesley Parkway Extension Project and authorizing payment in the amount of $37,398.48. (Property commonly known as 901 Omaha Street - Partial)
B. CHAMBERS ST - Resolution approving and accepting an Offer of Sale of Land from Jamie P. Marr to the City of Sioux City, Iowa, to be used in connection with the Glen Oaks Extension to Chambers and Chambers/Glen Oaks Drainage Project. (Property commonly known as 3026 Chambers Street)
C. HAWKEYE DR - Resolution inviting proposals for the granting of an underground electric easement in certain land in the Combined Floyd River Urban Renewal Area, announcing the intent to accept the proposal of MidAmerican Energy Company, fixing the date for receipt of proposals, and for public hearing and providing for notice thereof. D. GENEVA ST - Resolution approving and accepting a Warranty Deed from Gerald F. Perera and Jo Ann E.
